Marco Rubio opened the 2010 CPAC Conference today in Washington DC.
The conservative Republican running for the open Senate seat in Florida offered the crowd plenty of
the red meat they were craving. Here’s the first part of his speech today:

Marco Rubio's speech was like a can of red bull to wake up an early morning crowd at CPAC. It had movie-star delivery, down-to-earth jokes, and played up his immigrant upbringing.

"For many of us who were born and raised in this country, like me, it is sometimes easy to forget how special this country really is. But I was raised by exiles — people who clearly understand how different America is from the rest of the world. They taught me that my whole life," he said, towards the end of his twenty minute address.

Perhaps his parents also told him that a clear, direct message with plainly outlined points is the best way to win over an audience. Rubio hit on about a dozen different items, most having to do with fiscal responsibility.

"Jobs are not created by the government," he said, and then laid out his tax proposals; he wants to reform the tax code, and reduce individual tax rates, eliminate double taxation, and lower the corporate tax rate. He made a push for home-grown energy innovation, reducing the national debt, keeping government out of health care, and maintaining a hard line on national security. He briefly touched on his pro-life beliefs.

Today, Obama preached about the ugly Earmarks and promised that from today onwards (after the earmark-orgy) there will be no earmarks, but then he went behind closed doors and signed the $450 Billion Omnibus Bill that contains almost 9,000 Earmarks. After today's earmark-orgy, he'll behave. Imagine a thief promising he'll never steal again....but before that, he will go into a stealing-rampage. Thieves do not have that cynicism or the license to steal, but government does.

Americans are saving and spending their money wisely, why can't government do that as well? "FORWARD"....Obama practically says this word in each of his haughty, pompous sermons: "....to move FORWARD." With Obama, we are moving forward by running backwards.....so stopped with that silly word. By the time Obama finishes we will be living in misery like in Cuba.

"I INHERITED IT FROM THE PREVIOUS ADMINISTRATION"
Stop whining, Mr. Obama! The zombies elected you because they believed your empty rhetoric of change...but all you are doing is duplicating or triplicating what George W. Bush did in 2008. So, after all, maybe you liked the guy. If you cannot handle it, Mr. Obama, we gladly will accept your resignation.

Also, is that bi-partisanship: to blame others? Is that the new tone: to harangue the opposition?

Although Paulson was appointed by Bush as Treasury Secretary, his Democrat DNA was evident in his actions as a transition-to-the-next-Democrat-Treasury-Secretary, former CEO of Goldman Sachs (one of Obama's top contributors, more); he named activist democrats to work with him; although he contributed to 2004 Bush fundraiser, he contributed to Bill Clinton in 1992, leftist feminist Emily's List and Democrat Senator Chuck Schumer. ● COMMUNITY REINVESTMENT ACT (CRA):
"...And now we have the mortgage crisis, which has sent a shock wave through Wall Street and panicked world financial markets like no other since the stock market crash of 1929. But this is a problem created in Washington long ago. It originated with the Community Reinvestment Act (CRA), signed into law in 1977 by President Jimmy Carter. The CRA was Carter's answer to a grassroots activist movement started in Chicago, and forced banks to make loans to low income, high risk customers.
● ACORN aggressively sought to expand loans to low income groups using the CRA as a whip....In the 1980s, groups such as the activists at ACORN began pushing charges of "redlining"-claims that banks discriminated against minorities in mortgage lending. In 1989, sympathetic members of Congress got the Home Mortgage Disclosure Act amended to force banks to collect racial data on mortgage applicants; this allowed various studies to be ginned up that seemed to validate the original accusation. In fact, minority mortgage applications were rejected more frequently than other applications-but the overwhelming reason wasn't racial discrimination, but simply that minorities tend to have weaker finances.
ACORN showed its colors again in 1991, by taking over the House Banking Committee room for two days to protest efforts to scale back the CRA. Obama represented ACORN in the Buycks-Roberson v. Citibank Fed. Sav. Bank, 1994 suit against redlining. Most significant of all, ACORN was the driving force behind a 1995 regulatory revision pushed through by the Clinton Administration that greatly expanded the CRA and laid the groundwork for the Fannie Mae, Freddie Mac borne financial crisis we now confront. Barack Obama was the attorney representing ACORN in this effort. With this new authority, ACORN used its subsidiary, ACORN Housing, to promote subprime loans more aggressively...."

DEMOCRATS GAVE MORTGAGE TO LESS QUALIFIED MINORITY (ProudToBeCanadian)
● CLINTON & DEMOCRAT CONGRESS SET THE TIME-BOMB
"....This crisis was caused by political correctness being forced on the mortgage lending industry in the CLINTON ERA.
Before the Democrats’ affirmative action lending policies became an embarrassment, the Los Angeles Times reported that, starting in 1992, a majority-DEMOCRATIC CONGRESS "mandated that FANNIE and FREDDIE increase their purchases of mortgages for low-income and medium-income borrowers. Operating under that requirement, Fannie Mae, in particular, has been aggressive and creative in stimulating minority gains.” by selling their houses. A decade later, the housing bubble burst and, as predicted, food-stamp-backed mortgages collapsed. Democrats set an affirmative action time-bomb and now it’s gone off.
Instead of looking at “outdated criteria,” such as the mortgage applicant’s credit history and ability to make a down payment, banks were encouraged to consider nontraditional measures of credit-worthiness...
THREATENING LAWSUITS, Clinton’s Federal Reserve demanded that banks treat welfare payments and unemployment benefits as valid income sources to qualify for a mortgage. That isn’t a joke—it’s a fact.

● DEMOCRAT ANDREW CUOMO - THE ENFORCER (see video #3)
Under Clinton, the entire federal government put massive pressure on banks to grant more mortgages to the poor and minorities. Clinton’s secretary of Housing and Urban Development, ANDREW CUOMO, investigated Fannie Mae for racial discrimination and proposed that 50 percent of Fannie Mae’s and Freddie Mac’s portfolio be made up of loans to low-to moderate-income borrowers by the year 2001.

● THE MEDIA COOPERATED & PRAISED THE DEMOCRATS RESPONSIBLE FOR THE MELTDOWN
In 1999, liberals were bragging about extending affirmative action to the financial sector. Los Angeles Times...hailed the Clinton administration’s affirmative action lending policies as one of the “hidden success stories” of the Clinton administration, saying that “black and Latino homeownership has surged to the highest level ever recorded.”
● BUSH & ECONOMISTS WARNED
Meanwhile, economists were screaming from the rooftops that the Democrats were forcing mortgage lenders to issue loans that would fail the moment the housing market slowed and deadbeat borrowers couldn’t get out of their loans
In BUSH's first year in office, the White House chief economist, N. Gregory Mankiw, warned that the government’s “implicit subsidy” of Fannie Mae and Freddie Mac, combined with loans to unqualified borrowers, was creating a huge risk for the entire financial system.
● DEMOCRATS ATTACKED FURTHER
REP. BARNEY FRANK denounced Mankiw, saying he had no “concern about housing.” How dare you oppose suicidal loans to people who can’t repay them! The New York Times reported that Fannie Mae and Freddie Mac were “under heavy assault by the Republicans,” but these entities still had “important political allies” in the Democrats.
● THE BAIT: BAILOUTS = GOVERNMENT EXPANSION

To finance the $825 billion "stimulus" (bribe) package, it will take:

ONE YEAR budget for food, clothing, housing and health care of EVERY FAMILY will be needed

GOVERNMENT SPENDING DOES NOT STIMULATE
Why Government Spending Does Not Stimulate Economic Growth
Most government spending has historically reduced productivity and long-term economic growth due to:
1. Taxes. Most government spending is financed by taxes, and high tax rates reduce incentives to work, save, and invest—resulting in a less motivated workforce as well as less business investment in new capital and technology.
2. Incentives. Social spending often reduces incentives for productivity by subsidizing leisure and unemployment.
3. Displacement. Every dollar spent by politicians means one dollar less to be allocated based on market forces within the more productive private sector....politicians seize that money and earmark it for favored organizations with little regard for improvements to economic efficiency;
4. Inefficiencies. Government provision of housing, education, and postal operations are often much less efficient than the private sector. Government also distorts existing health care and education markets by promoting third-party payers, resulting in over-consumption and insensitivity to prices and outcomes. Another example of inefficiency is when politicians earmark highway money for wasteful pork projects rather than expanding highway capacity where it is most needed.

1) ABUSIVE LABOR UNION REQUIREMENTS
The Union: The United Auto Workers (UAW)
The Big 3: Automakers GM, Ford, and Chrysler in Detroit
The UAW labor union has handcuffed Detroit’s Big 3 automakers with unreasonable, unrealistic burdens and inflexible, anti-competitive work rules.

● Wages $75 per hour. While Toyota pays $48.00
Union contracts force the Big 3 to pay UAW workers approx. $30 more per hour than competitors like Toyota. more
Union workers earn $75 an hour in wages and benefits - almost triple the earnings of the average private sector worker. more
● Health care adds $1,200 to the cost of each vehicle. But only $215 for Toyota.
Union autoworkers have substantially more health, retirement, and paid time off benefits than most Americans. The UAW's lavish and comprehensive health benefits added $1,200 to the cost of each vehicle produced in the United States.The Japanese automakers provide standard health benefits to their American employees. So, health care for active workers cost Toyota $215 per vehicle in 2006.
● Retire after 30 years of service
UAW employees work under a 30-and-Out contract that allows them to retire with generous pension benefits after 30 years on the job, irrespective of age.
● Seven weeks' vacation
A Chrysler worker with 15 years' tenure was entitled to 34.5 paid holidays and vacation days in 2006 -- seven weeks in paid time off. This is three weeks more paid vacation than the average private sector worker with similar tenure.
● More Retirees Than Active Workers
GM support three times more retirees than active workers. They also pay other contractual obligations such as health coverage for union retirees.
● 22-Pounds of Union Rules and Regulations
That is 2,215 pages for Ford's 2007 master contract.

Instead, after exhausting regular unemployment payments from the automakers and the government, they are transferred to a JOBS bank where they are paid nearly full wages to not work...more

There's another catch: Because Mr. Obama's tax credits are phased out as incomes rise, they impose a huge "marginal" tax rate increase on low-income workers. The marginal tax rate refers to the rate on the next dollar of income earned... the marginal rate for millions of low- and middle-income workers would spike as they earn more income.

Some families with an income of $40,000 could lose up to 40 cents in vanishing credits for every additional dollar earned from working overtime or taking a new job. As public policy, this is contradictory. The tax credits are sold in the name of "making work pay," but in practice they can be a disincentive to working harder, especially if you're a lower-income couple getting raises of $1,000 or $2,000 a year."

WSJ: "For the Obama Democrats, a tax cut is no longer letting you keep more of what you earn. In their lexicon, a tax cut includes tens of billions of dollars in government handouts that are disguised by the phrase "tax credit"....Here's the political catch....you can receive these checks even if you have no income-tax liability. In other words, they are an income transfer -- a federal check -- from taxpayers to nontaxpayers. Once upon a time we called this "welfare"... 44% of all tax filers, would have no income tax liability and most of those would get a check from the IRS each year....The political left defends "refundability" on grounds that these payments help to offset the payroll tax. And that was at least plausible when the only major refundable credit was the earned-income tax credit. Taken together, however, these tax credit payments would exceed payroll levies for most low-income workers....

There's another catch: Because Mr. Obama's tax credits are phased out as incomes rise, they impose a huge "marginal" tax rate increase on low-income workers. The marginal tax rate refers to the rate on the next dollar of income earned... the marginal rate for millions of low- and middle-income workers would spike as they earn more income.

Some families with an income of $40,000 could lose up to 40 cents in vanishing credits for every additional dollar earned from working overtime or taking a new job. As public policy, this is contradictory. The tax credits are sold in the name of "making work pay," but in practice they can be a disincentive to working harder, especially if you're a lower-income couple getting raises of $1,000 or $2,000 a year."
